Michigan’s Hardest Hit Program Launches-Leaves Many Hopefuls Frustrated

Like so many U.S. government foreclosure prevention plans, the state of Michigan’s Hardest Hit Program got off to a frustrating start for thousands of state homeowners who scrambled to apply for the program.

The program launched on Monday, July 12th and it could assist up to 17,000 people with over $154 million in federal funding. This program is not mandatory for lenders – some will offer to join and others will not. There is a list of participating lenders on the Michigan State Housing Development Authority website, but as of Tuesday, only eight smaller lenders were on that list.

The program is available to homeowners who are receiving unemployment benefits, people who are behind on their mortgages due to medical problems or job layoffs and to previously unemployed homeowners who have returned to work at lower wages. The new program got off to a very rocky start on Monday when its telephone help line crashed following thousands of calls from anxious homeowners in need of help.

The Hardest Hit program is administered by the Michigan State Housing Development Authority and it will grant funds on a first-come, first-served basis until all of the allotted $154 million is depleted. The phone system crash and the lack of information regarding whether or not the major lenders such as Citibank or Bank of America will actually participate or not has people very upset, to say the least.

Interested homeowners are being urged by the Michigan State Housing Development Authority to check back with the state website to see if their banks are now on the the list of lenders that will be participating. The list is being updated daily. They are also being encouraged to contact their lenders directly to see if they are participating in the program. The program was introduced to state residents in the Spring by Gov. Jennifer Granholm and the Housing Authority. The announcement came just eight weeks after President Barack Obama announced that Michigan and four other states would be receiving $1.5 billion in funding to help homeowners hold onto their homes.

The downturn of the economy in Michigan has been well documented. Declining manufacturing in the face of the worst economic recession the country has experienced in the last twenty years has devastated the State and its residents. Michigan has witnessed a steady decline in home values, starting in late 2005 as the real estate market has crumbled in lockstep with the uptick in unemployment. According to a recent report from RealtyTrac, one in every fifteen properties in the state is now in foreclosure. The move has forced many local governments to create entire departments to deal with vacant and abandonded homes. In Detroit, which is clearly the hardest hit market in the country one in every six homes is in foreclosure for a number of zip codes. This free fall has left the city and surrounding areas in a desperate struggle to maintain services. Local governments rely heavily on property taxes as a key source of revenue to operate. Declining home values have already started to force cities to reduce services and lay off employees.
